RPL Skills Certification for Bangladeshi Workers

Manpower BDRPL Skills Certification for Bangladeshi Workers

RPL Certified Hiring

Recognition of Prior Learning (RPL) converts a worker’s real on-the-job skill into a recognised certificate, so employers hire on verified proof rather than CV claims. Many experienced Bangladeshi workers carry years of Gulf site skill with no certificate to show for it; RPL skills certification closes that gap before deployment.

Assessment takes place at an accredited centre through practical demonstration, interview and observation against the national trade standard. On success, BTEB (Bangladesh Technical Education Board) issues the certificate, and an employer can check its number with the issuing board before deployment.

What Is RPL Skills Certification?

  • Experienced but uncertified workers are assessed at an approved centre, so real skill becomes a certificate an employer can check.
  • Each assessment is measured against the national skills standard for the trade, replacing CV claims with a recorded result.
  • An evidence portfolio — work history, employer references, iqama and contract records — supports the assessor’s decision.
  • Certified workers are deployed at the tier the assessment proved, cutting probation failures and replacement cycles.
  • Documented, safe migration only: files are complete before travel, and we do not arrange so-called “free visas”.

Who Is RPL Certification For?

RPL suits experienced but uncertified workers — above all returnees whose trade was learned on Gulf sites rather than in a classroom. The assessment recognises that experience and converts it into a certificate an employer can verify.

BTEB-Issued Certificates

BTEB issues the RPL certificate once assessment is passed. We prepare and arrange; the certifying board decides. That separation is why a foreign employer can rely on the document over any agency claim.

NSDA Skills Framework

NSDA (National Skills Development Authority) maintains the national qualification framework, so a worker’s competence is measured against one published standard for the trade, not a recruiter’s word.

Accredited Centre Testing

Assessment runs at accredited centres and Technical Training Centres. The worker demonstrates the trade in person, with interview and observation, before any certificate carrying his name is issued.

Measured, Not Claimed

A CV records what a worker says about himself; an RPL assessment records what he proved before an assessor, measured against the recognised national skills standard for the trade he will deploy in.

Practical, Not Paper

The test is hands-on: skill is demonstrated at the centre with tools in hand, then explored through interview and observation, so certification rests on performance rather than classroom attendance.

A Number You Can Check

On success the certificate carries a number an employer can check with BTEB directly. Verification does not run through us, which is what keeps the proof independent of the agency that recruited him.

Why Hire RPL-Certified Workers?

The certificate is not ours to issue: the worker is assessed at an accredited centre, BTEB certifies the result, and an employer can confirm the certificate number with the issuing board, so the proof does not rest on our word. All our recruitment follows the Overseas Employment and Migrants Act, 2013 (Act No. 48 of 2013), the statute that governs overseas employment from Bangladesh. Verified competence, not claims

Competence is measured at an accredited centre against the national skills standard for the trade, through practical demonstration, interview and observation. The result is a certificate, not an adjective on a CV. Certification also complements the recorded trade tests in our own screening and quality assurance process, so what you hire has been checked by the board and by us.

A worker hired on a claim can fail probation, and every failed placement restarts recruitment, travel and induction. RPL skills certification reduces that risk by testing the trade before the contract is signed. The tasks the assessor observed at the centre are the tasks the worker performs on your site, so the first shift starts from a measured result rather than an untested claim.

The RPL certificate sits alongside the contract and clearance documents in the worker’s compliance pack, so an audit finds evidence in one place. Each document can be traced to the body that issued it. Read together with the worker’s verified profile, the file gives an auditor records to check rather than assertions to accept.

Placement follows the certified result: a worker proven at the skilled tier is contracted at that tier, not at the level an earlier visa happened to state. That protects both sides of the contract. Candidates are drawn from our pool of experienced returnee workers, whose years on Gulf sites give the assessor demonstrable skill to test.

Trades Covered by RPL Certification

Construction trades are the group BTEB most commonly certifies through Recognition of Prior Learning. Years on a Gulf site leave hands-on skill an assessor can test in person — from welding to scaffolding — so the certificate places the worker at the correct construction tier.

  • Welders: Structural and pipe welding demonstrated live at an accredited centre.
  • Steel fixers: Reinforcement fixing proven through practical demonstration, not a CV line.
  • Masons and carpenters: Block work, plastering and shuttering assessed against the trade standard.
  • Plumbers and fitters: Pipework installation demonstrated in person and explored at interview.

Electrical and mechanical roles turn on safety-critical competence, which is what a practical assessment measures: a live demonstration at an accredited centre, with interview and observation, before an employer sets the tier and contract terms.

  • Electricians: Wiring and installation assessed against the national trade standard.
  • AC technicians: Air-conditioning and refrigeration fault-finding shown to an assessor.
  • Mechanical fitters: Fitting and maintenance tasks proven in person at the centre.
  • Plant operators: Machine and plant operation observed before certification is issued.

Service and facility occupations are covered where the role sits on the BTEB RPL trade list. We confirm each trade’s availability on the current list before assessment, so experience earned across the Gulf becomes a certificate the next employer can verify.

  • Housekeeping supervisors: Cleaning and supervision routines demonstrated at an accredited centre.
  • Catering staff: Kitchen and catering skill assessed by demonstration and interview.
  • Storekeepers: Stores and inventory handling explored through observation and interview.
  • Maintenance technicians: General maintenance competence proven in person before deployment.

How Does RPL Certification Work?

Identify

We screen returnee workers whose years of site experience match a BTEB trade standard, and confirm the trade sits on the current RPL list before anything is booked.

Evidence Portfolio

Work history, employer references, iqama and contract records are compiled into a portfolio that documents the experience the assessor will test in person.

Assessment

The worker attends an accredited centre and is assessed through practical demonstration, interview and observation against the national standard for his trade.

Certify and Deploy

On a successful decision, BTEB issues the certificate and the worker deploys at the certified tier. Under the Employer Pays Principle, the worker pays nothing.

FAQs about RPL skills certification from Bangladesh

RPL Skills Certification, Answered

No. BTEB issues the certificate after the worker passes assessment at an accredited centre; our role is to identify suitable workers, compile the evidence portfolio and arrange the assessment. The certifying board is independent of the recruiter, which is what keeps the certificate worth checking. Proof that depended on our word would not be proof.

No. Recognition of Prior Learning assesses skill a worker already holds; it does not put him through a new course. An experienced tradesman demonstrates his work at an accredited centre and, on a successful assessor decision, is certified for what he can already do. The belief that a certificate needs years of classroom study is the myth that keeps skilled workers uncertified.

Ask for the certificate number and check it with BTEB, the board that issued it. Verification runs through the certifying authority rather than the recruiting agency, so the proof stands on its own. We place the certificate in the worker’s file before deployment, which means the check can be made before anyone travels.

Experienced but uncertified workers benefit most, above all returnees whose trades were learned on Gulf sites rather than in classrooms. The skill is real; the certificate is missing, and a practical assessment is a fair way to close that gap. Where the trade sits on the BTEB RPL list, years of site experience become a certificate the next employer can verify.

The employer does, under the Employer Pays Principle: the worker pays nothing for assessment, certification or placement. What certification changes is risk rather than the shape of the engagement, because the tier is proven before deployment instead of during probation.
