Bangladeshi Workers by Skill Tier
Manpower BD is a licensed Bangladeshi overseas recruitment agency, operating under Government-Approved Recruiting Licence RL-1472, that supplies skilled, semi-skilled and unskilled Bangladeshi workers to employers across the Gulf Cooperation Council (GCC): Saudi Arabia, the United Arab Emirates, Qatar, Kuwait, Oman and Bahrain. We manage every placement end to end: sourcing, trade testing and medical screening, visa documentation and departure.
Overseas recruitment from Bangladesh is governed by the Overseas Employment and Migrants Act, 2013 and administered by the Bureau of Manpower, Employment and Training (BMET). Every placement runs under the Employer Pays Principle: the employer carries the recruitment costs, and the worker pays nothing to be selected, trade-tested or deployed.
Trade-tested welders, electricians and technicians for complex site work, recruited fee-free under the Employer Pays Principle.
Vetted semi-skilled operators for heavy-duty tasks, deployed through a safe, fully documented migration process.
Reliable general workers for routine site and support duties, documented and recruited at zero cost to the worker.
Experienced overseas returnees, trade-tested and job-ready, so you deploy them quickly and keep migration low-cost.
Which Bangladeshi Worker Tier Do You Need?
Choose the tier by the work the role requires. Skilled Bangladeshi workers are trade-tested welders, electricians and technicians for complex site work. Semi-skilled workers are vetted operators for heavy-duty tasks. Unskilled workers are reliable general workers for routine site and support duties. Returnees are experienced overseas workers, trade-tested and job-ready, so you deploy them quickly.
| Tier | Typical roles | How they are prepared | Best suited to |
|---|---|---|---|
| Skilled | Welders, electricians, technicians | Trade-tested | Complex site work |
| Semi-Skilled | Semi-skilled operators | Vetted, fully documented migration process | Heavy-duty tasks |
| Unskilled | General workers | Documented | Routine site and support duties |
| Returnee | Experienced overseas returnees | Trade-tested and job-ready | Faster deployment |
All four tiers are recruited on the Employer Pays Principle: the employer pays the recruitment fees, and the worker pays none.
We supply these tiers across nine sectors: construction and civil, agriculture and farming, manufacturing and factory, oil and gas, logistics and warehouse, hospitality and security, facility management, healthcare support, and drivers and fleet. For each order we can provide country-specific demand letter and contract templates, and a verified profile for every shortlisted candidate.

Why GCC Employers Choose Us?
We manage the full journey of hiring Bangladeshi workers for GCC employers — overseas recruitment together with local Employer of Record services — designed to remove recruitment friction and keep your hiring compliant and audit-ready under BMET emigration clearance.
We connect international demand with the trade-tested workforce of Bangladesh and manage every placement from sourcing to deployment, so you scale quickly while migration stays safe and low-cost.
Workers are recruited on the Employer Pays Principle: the employer pays the recruitment fees, the worker pays none, and your costs stay transparent. The principle is defined by the Institute for Human Rights and Business as “a commitment to ensure that no worker should pay for a job”, and the ILO’s General principles and operational guidelines for fair recruitment states that “workers shall not be charged directly or indirectly, in whole or in part, any fees or related costs for their recruitment”. All our recruitment follows the Overseas Employment and Migrants Act, 2013 (Act No. 48 of 2013), and Manpower BD recruits under Government-Approved Recruiting Licence RL-1472. Reviewed by Manpower BD Team.
Compliant, Ethical Recruitment Methodology
We recruit under the Overseas Employment and Migrants Act, 2013 and the ILO’s General principles and operational guidelines for fair recruitment, so every overseas hire is documented, ethical and secure. Each worker receives BMET emigration clearance and a smart card before departure. No recruitment fee is charged to any worker at any stage.
End-to-End Sourcing and Deployment
We manage the entire process, not just a stack of CVs: sourcing against your demand letter, trade testing, the GAMCA (Gulf Approved Medical Centres Association) medical, visa documentation and departure. Each worker signs a written Bangla-English contract that states wages, hours, overtime, accommodation and food. You deal with one accountable team instead of several separate suppliers.
Faster, Transparent Processing
Our working relationships with certified testing centres and the relevant government offices let us move documents and clearances through each required step without avoidable waiting. You receive written status updates as each stage clears, from demand-letter attestation to BMET clearance and the flight booking. All recruitment costs are invoiced to the employer, and no one may collect money from workers in our name.
Structured Worker Replacement Support
If a deployed worker does not meet the agreed standard within the probation window, we arrange a structured replacement under our warranty policy. The replacement is sourced, trade-tested and documented the same way, so your project timeline stays protected. The outgoing worker is treated fairly and is not billed any fee for the replacement.
GCC Employer Questions on Hiring from Bangladesh
How do I hire Bangladeshi workers for my company?
Send us a demand letter that states the job roles, skill levels, quantities and terms, and we handle the rest. We source and trade-test candidates, share a shortlist for your approval, then complete the GAMCA medical, visa, contract attestation and BMET clearance. Approved workers travel to your site after a pre-departure orientation on GCC labour law and site safety.
Who pays the recruitment fees, the employer or the worker?
The employer pays. On a Manpower BD placement the employer carries the recruitment service charge and the processing costs, and no worker pays a fee to be selected, trade-tested or deployed. This is the Employer Pays Principle, the fair-recruitment standard set out by the Institute for Human Rights and Business and the International Labour Organization.
How are worker skills verified before deployment?
Every candidate takes a practical trade test at a certified centre on the work they will do at your site. Candidates who pass then complete the GCC pre-employment medical at a GAMCA-approved centre, booked through Wafid, the Gulf Health Council platform. Only workers who clear both the trade test and the medical are put forward for deployment.
What happens if a deployed worker does not meet the standard?
We arrange a structured replacement. If a deployed worker does not meet the agreed standard within the probation window, we source, trade-test and deploy a replacement under our warranty policy, so your project stays on track. The outgoing worker is treated fairly and is not charged any fee for the replacement.
Is Manpower BD a licensed recruiting agency?
Yes. Manpower BD holds Government-Approved Recruiting Licence RL-1472 in Bangladesh and recruits under the Overseas Employment and Migrants Act, 2013. For every GCC placement, the worker’s emigration is cleared by BMET and recorded on a BMET smart card before departure. You can ask us for the licence details when you send your demand letter.
