Which documents does an employer need to recruit from Bangladesh?

Every overseas employer hiring from Bangladesh needs three core recruitment documents: a demand letter stating the job titles, headcount, salary and benefits; a power of attorney authorising a recruiting agency in Bangladesh to act on the employer’s behalf; and a proforma employment contract. All three must be attested by the Bangladesh embassy or consulate in your own country before the Bureau of Manpower, Employment and Training (BMET) grants recruitment permission. Some countries require additional instruments, such as visa quota confirmation or a guarantee letter.

How Does Recruitment Document Attestation Work?

  1. Prepare on your letterhead — download the template for your country and complete it in full. A blank field can hold up the whole set at attestation.
  2. Send it to us first — we check the draft against what the mission in your country currently accepts, before you spend time at the counter.
  3. Chamber of commerce or ministry step — where your country requires it, this happens before the embassy.
  4. Bangladesh mission attestation — the embassy or consulate in your country attests the demand letter, power of attorney and contract.
  5. BMET submission — we submit the attested set for recruitment permission. Sourcing begins once permission is granted.

Before you submit, we check that the job titles match the trades you actually need, that the headcount is consistent across all three documents, that salary and benefits are stated in the same terms as the contract, that company details match your trade licence exactly, and that signatures and seals sit in the positions the mission expects.

What Do You Need Before Sending a Demand Letter?

What is a demand letter and who issues it?

A demand letter is a formal request for workers that the employer issues on its own company letterhead. It states the job titles, number of workers, salary, benefits and contract duration, along with the qualifications and experience required. The Labour Attaché or another authorised officer of the Bangladesh embassy or consulate in the employer’s country attests it, and the recruiting agency then submits it to BMET for recruitment permission.

What is a power of attorney for a recruitment agency?

A power of attorney for a recruitment agency is the employer’s written authority for a named agency in Bangladesh to act on its behalf in the recruitment set out in the demand letter. The employer signs and seals it on company letterhead, and the Bangladesh embassy or consulate in the employer’s country attests it together with the demand letter. The attested power of attorney then forms part of the set the agency submits to BMET for recruitment permission.

Which documents does a UAE employer need?

An employer in the United Arab Emirates (UAE) needs seven documents: the demand letter, power of attorney and employment contract, plus a visa quota confirmation, a visa attestation application, a guarantee letter and a service agreement. The first three are the core documents every employer hiring from Bangladesh needs, while the other four belong to the UAE process. Who pays recruitment costs for Bangladeshi workers?

The employer does, under Manpower BD’s Employer Pays commitment. The employer covers the agency fee, trade test, medical examination, visa, BMET clearance and air ticket, so the worker pays no recruitment fee and travels on a zero-cost worker visa. Nothing is deducted from the worker’s wages to recover these costs, and the salary and benefits in your demand letter should match those in the employment contract.
